Kabarnet University College Strengthens Governance Through Policy Development Workshop


Kabarnet University College successfully held a two-day capacity building workshop on 11th and 12th February 2026 at the Kenya School of Government, Baringo, as part of its ongoing efforts to strengthen institutional governance through strategic policy and statute development.

The workshop brought together members of the University’s Policy Development Team with the objective of enhancing their capacity to develop clear, robust, realistic, and implementable policies aligned with the institution’s Strategic Plan and its broader vision of attaining a university charter.

During the opening session, the Deputy Principal in charge of Academics, Research and Student Affairs, Prof. Malakwen, emphasized that the University had deliberately invested in capacity building to reinforce its policy formulation processes. He noted that strong institutional policies are essential in positioning the College for sustainable growth and long-term academic excellence.

He encouraged participants to approach the sessions with professionalism, openness, and a collaborative spirit, underscoring that the exercise was not merely about drafting documents, but about shaping the future direction of the institution.

“This is an opportunity for us to lay a solid governance foundation as we move toward attaining a full university charter,” he observed, expressing confidence that participants would leave the workshop better equipped to develop effective and practical policies.

In his remarks, the Principal, Prof. Chebutuk, reiterated the importance of developing policies that form a firm foundation for governance and operations. He observed that as a constituent college, Kabarnet University College is on a deliberate and focused journey toward becoming a fully-fledged public university within the shortest time possible.

The Principal explained that well-developed policies are critical in:

  • Ensuring compliance with national legal and regulatory frameworks
  • Providing a clear operational and administrative structure
  • Managing financial, academic, and operational risks effectively
  • Promoting accountability, transparency, and consistency in service delivery

He emphasized that students remain the University’s primary stakeholders and that strong policy frameworks enhance the quality and efficiency of services delivered to them.

Prof. Chebutuk further reminded participants that the documents developed during the workshop would have long-term institutional impact and should therefore be crafted with a clear understanding of both the internal operating environment and the broader national legal and regulatory context. He thereafter officially declared the workshop open.

Earlier, the Deputy Principal in charge of Administration, Planning and Finance, Prof. Cheboi, outlined the two-day programme, noting that the first phase focused on capacity development before transitioning into practical sessions on the development of the Strategic Plan, legal framework, and specific institutional policies.

During the technical sessions, participants were guided through the strategic planning process in the public sector, with emphasis on environmental analysis, stakeholder engagement, legal compliance, validation, and implementation. In the afternoon sessions, facilitators on statute development elaborated on the purpose and process of developing university statutes, explaining that statutes define governance structures, guide academic and administrative operations, and provide the legal framework for institutional accountability.

Participants were taken through the key stages of statute development, including drafting, consultation, approval, publication, implementation, and periodic review.

By the close of the workshop, significant progress had been made in reviewing and refining key governance documents that will guide the University’s operations and strengthen its journey toward charter attainment.

Additional policies remain under development as part of the University’s broader governance strengthening agenda.
